Culture as a space of social and civil engagement is the arena of urban democracy. This is, of course, culture that is associated not only with the offer provided by an institution to prospective participants, but also with structural factors, which are the expression of various forms of exclusion from public space due to disabilities, competences, age, gender or socio-material status. It is also about culture as a forum for negotiating the interests of various groups and communities and a place for discussion about a city as a common good. It is these disputes and the accompanying feeling of insufficiency, tension and even conflict which constitute the essence of both democratic practice and the practice of culture. How is it in Lublin? Is the policy of inclusion and access declared by both the authorities and the cultural community actually expressed in real democratic and cultural practices? Isn’t it high time to answer these questions in order to develop a Lublin pact for culture and democracy based on the resulting diagnosis? Pact, as an expression of the city’s idea, a community of different but equal people.
